A Meeting With Peter Black AM

It had been a long week. I had been working up in London throughout that week and only arived home the previous night at 11.45pm due to yet another massive delay on the First Great Western rail service from London to Swansea. But here I was, bloodshot eyes and all, travelling the short distance into Swansea city centre - Tom Petty blasting away on the stereo - to meet with Peter Black AM in his Walter Road office.

As I drove to the meeting, I was in full knowledge that Peter opposes the ban on the use of eCigs in enclosed public spaces. I follow Peter on Twitter and read his blogs. He has blogged on eCigs and I invite you all to go and read his views on eCigarettes for yourselves on his blog.

So it was that I entered into his offices to be greeted by Peter and his secretary for our meeting.

I started by thanking Peter for meeting with me and for his ongoing support against the eCig ban. I then went on to explain why I was there (to help with his understanding of where to find the scientific evidence) and to answer any further questions that Peter may have on the subject.

As with my meeting with Mark Isherwood, I went prepared by taking copies of the response to the Welsh Government White Paper that were submitted by both Ash Wales and the RCP. It turned out that Peter had seen the Ash Wales response, but had not seen the RCP response, so he accepted both copies from me.

I also presented copies of the critiques of the WHO position that had been prepared by both Prof Gerry Stimson and Clive Bates. It turns out that Peter knows Clive Bates very well from his time at the Welsh Government and has a very high regard for Clive.

I also presented Peter with a copy of the guest blog that Louise Ross wrote for Clive's website and explained what Louise's background was and of the success her pioneering work with eCigs as part of the Leicestershire Stop Smoking Services. I also pointed out how other SSS around the country were now following Louise's lead and also adopting similar stances. To say that Peter was impressed by Louise's work would be an understatement.

We chatted casually on various aspects of eCigarettes and the law. Peter stated that he had fully supported the smoking ban because he had been able to follow the evidence around the world. However, when he tried to follow the evidence against eCigarettes, he found there was none. Indeed, all of the evidence he found were in favour of eCigarettes as an effective stop smoking tool and that there was no evidence of harm from eCigarettes. This is the core of why Peter vehemently opposes any proposed ban on eCigarettes.

We discussed the merits of the smoking ban and why it was in place. But when I pointed out that Drakeford's proposed ban on eCigs would force me outside with the smokers and thus expose me to the dangers that the smoking ban was supposed to prevent, Peter agreed that was something that he had not thought of and was a very good point to take forward into the next debate in the Senedd.

We talked about what Drakeford had said in the last Senedd debate and of the fact that Drakeford commented on the fact that the Liberty & Millennium Stadiums, First Great Western and Wetherspoons had all banned the use of eCigs on their properties. I commented that it is their right as private companies to do so, but that due to such bans being taken out personally by private companies there was no need to legislate on banning eCigs. Furthermore, I proposed to Peter that what should happen is that the decision should be left to each individual business as whether they allow eCigs on their premises. I also proposed that what could happen is that pubs (for example) should be able to put stickers on their doors to the effect of 'Vaping Welcome Here' if they chose to allow Vaping on their premises. Therefore, anyone entering the premises would know before they entered that Vaping was allowed and could make their own decision as to whether they then wanted to enter the premises. Peter agreed this was a reasonable position.

As in my meeting with Mark Isherwood, I discussed with Peter about the 'unintended consequences' that would happen if a ban was brought in on vaping in enclosed spaces. That eCig businesses would not be able to show their potential customers how to use their eCigs or help them to find the right combination of device, flavour and nicotine strength. I also brooched the subject of whether any ban on eCigs would be a violation of our Human Rights given that there is no evidence of harm from eCigs. Peter thought about this but did not commit to an answer.

We discussed the position of each of the Political Parties in the Senedd on the subject on eCigarettes and Peter agreed that what is really needed is intensive lobbying of Labour AM's as he too believes that all the parties fully oppose any proposed ban on eCigs by Labour. To my surprise, Peter also let it be known to me that a substantial proportion of the Labour AM's are actually smokers. This surprised me given Labour's appetite for banning everything that somebody might actually enjoy doing. Peter reinforced the advice imparted to me by Mark Isherwood in that Vapers in all Welsh constituencies should attend surgeries of Labour AM's (if they won't meet with us) and Lobby those Labour AM's very hard. Make them feel uncomfortable in supporting a ban on eCigs.

Peter agreed with my observation that many Labour AM's do not feel comfortable in banning eCigs, but that when a vote comes they are generally 'whipped' into line by the Labour hierarchy. But he also agreed that this is something we can play on and that many Labour AM's could be swayed to 'rebelling against the whip'.

Finally, we discussed the whole White Paper Consultation process and this where Peter gave me something of a revelation.

Before the White Paper can be passed into law, there will be a call for evidence. The call to evidence is not limited to Politicians. The Public can also have a say in this. Peter suggested that when the call for evidence comes about, if people like Clive Bates, Prof Gerry Stimson, Prof Robert West & Prof Peter Hajek would be prepared to present their evidence to the Senedd, then it would have a dramatic effect. Peter is well aware that many of the studies into eCigs have been conducted by such people and believes that the input of the above's standing would hold a great deal of weight and sway many AM's who are currently against such bans.

I know that Clive Bates would be well up for such a presentation. Now I need to talk to Profs Stimson, West and Hajek to establish if they would also be prepared to make such presentations/statements to the Welsh Assembly.

Peter stated that he will try to keep me up to date as to the progress of the Bill and also when the call for evidence comes in.

In closing, I would like to formally thank Peter Black for his time, knowledge, advice and support in our ongoing battle against the preposterous eCig ban.

A Meeting With Mark Isherwood AM

A bit of a diversion with this blog entry as I have been asked to write this up.

Many of you will know that I have been heavily involved in Save eCigs Petition against the Welsh Government's plans to ban vaping in public spaces. Many of you will also be aware that the Petition has now been formally presented (by Rhydian Mann) to the Welsh Government's Petitions Committee.

Furthermore, the Petitions Committee has now written to Mark Drakeford to ask for more evidence for his plans as a result of our petition. Ironically, the very next day, Drakeford launched his latest tirade of evidence-less persecution of Vaping. As my previous blog entry discussed that in detail, I will suggest you go and read that for the full details rather than rake over it again here.

To keep up the pressure on the Health Minister (Drakeford), Katie Knight of the Save eCigs campaign has been furiously working behind the scenes to set up meetings with the different AM's (of all parties) and Vapers such as I, so that we can get our side of the story across and try to gather some momentum.

As a result, Katie arranged for me to meet up with Mark Isherwood, Conservative AM for the North Wales region, and this took place on the 15th October 2014. Unfortunately, work has been very busy for me of late and only now have I found the time to write up what happened.

So, on a very wet and windy Wednesday afternoon, I found myself making the 50 mile trip down the M4 from Swansea to the Welsh Assembly in Cardiff Bay. I went fully prepared. I took hard copies of the responses to the Welsh Government Public Health White Paper that were written by the RCP and ASH Wales (both of whom OPPOSE the ban on Vaping).

I also took some print-outs of the Clive Bates response to the World Health Organisation's recent proclamations on eCigs, along with a few short pieces from luminaries such Prof West and Riccardo Polosa. Obviously, I have far more than just those pieces of evidence, but I didn't want to go overloading Mark with information. Lastly, I took a large selection of my personal eCig devices with me, and this caused quite a stir !!

I arrived at Ty Hywel (a building adjacent to the Senedd where the AM's have their offices) at about 3.40pm for my 4pm meeting. It was fortunate that I did as the first thing I had to do was go through Security. Anyone who has ever entered Welsh Government buildings will know that the Security is quite severe. There are usually 4 Security Guards present and also metal detecting machines for both people AND bags/luggage (exactly the same equipment you see at Airport Terminals). I walked through the metal detector fine. However, my bag did not. I openly laughed at the reaction of the Security Guard watching X-Rays of the contents of my bag.

Fortunately, and unusually for a Security Guard, they had a sense of humour. So when I told them I will show and explain what is in the bag, they duly gathered around. When I opened up my pouch containing a variety of Mechanical Mods, MVP, VTR, Vamo, ZNA-50 and a variety of tanks, RBA's and RDA's, it is fair to say that they were absolutely astonished.

The first questions was (of course), What are they ?

So, I probably spent the next 15 minutes showing off my collection of eCigs, what the different types could do, how one puts them together, how they are powered and so on. They were even very relaxed about me actually showing them in action. It is fair to say they were amazed at what they saw and learned. All of them admitted that they had never realised that eCigs came in such a variety and that, if I hadn't demonstrated to them, they would have had a hard time even recognising them as eCigs. When they asked why I had all of these, I explained that the eCigs were the very reason I was meeting with Mark Isherwood that day. The closing comment from them was along the lines of 'Well he is gonna get an education today' !!

Come 4pm, Mark Isherwood arrived down at reception personally to meet and greet me and we then retired up to th 2nd Floor Cafeteria for a Coffee and a long discussion.

Now I have to start by saying that Mark Isherwood is a very pleasant, knowledgable and congenial man. He went out of his way to put me at ease and made me feel very welcome. Whilst getting the coffees in, I got the chance to talk to Mark at length as to what his role is within the Welsh Assembly, and what motivates his work. For the record, Mark is on the Committee dedicated to disabled and social rights (he did give me the correct title for the Committee, but I can't remember it). Mark is also partially deaf himself, so much of his work is something he is personally very well invested in. Anyway, suffice to say that Mark's role crosses over somewhat with Darren Millar's role as Shadow Welsh Health Minister. Consequently, Mark is very 'on-the-ball' when it comes to eCigs as he talks with Darren Millar regularly.

So, getting down to business, I started chatting with Mark about the Public Health White Paper and my particular area of concern. Mark is well aware of the White Paper and it's contents so I did not have to bring him up to date. I started by asking Mark if he had seen any of the responses to the White Paper and was very surprised to hear that he had not. Mark told me that to the best of his knowledge, none of the other parties has seen the responses.

I presented Mark with the responses from the Royal College of Physicians and ASH Wales, and pointed him to the pertinent pages. Mark was very interested in the contents and asked how I had got hold of the copies. When I told him they can be found through a simple Google search, he was rather surprised. He also stated that it was doubtful that Darren Millar was aware of these responses either and if I was OK for him to share them with Darren. Of course, that was no issue for me.

When then spent a long time discussing what had happened in the Senedd the previous week when the White Paper was debated in the Senedd. We spent a long time picking apart Drakeford's arguments and when I offered opinions and evidence that contradicted what Drakeford had said, Mark was meticulous in writing down what I had said and making notes.

I picked up on Drakeford's anecdote about how seat-belts had been introduced and were evidence of the 'precautionary principal' and pointed that had Drakeford's view of the precautionary principle been applied to seat-belts, then it would NOT have resulted in seat-belts being introduced at all. It would have resulted in cars being banned. At this point, without prompting, Mark interjected by saying 'eCigs ARE the seat-belt'. This brought a huge smile to my face. Mark clearly 'gets it' in regard to eCigs.

As we continued chatting on this subject, I could clearly see that Mark is most definitely on the side of Vapers. In fact, it soon transpired that Mark is a pipe-smoker (he was also vey interested to learn that there was such a thing as an e-pipe and that he would have to look them up). He told me how he disagreed with the smoking ban and that it should have been left to individual premises as to whether to ban smoking. Consequently, he also clearly saw the benefits of Vaping and that it should be left alone. I showed him my eCig collection and asked how on earth anybody could confuse my vaping gear with a tobacco cigarette. Mark's response was that my collection of eCigs looked more like 'a surgeon's toolkit' !!

It is fair to say that Mark agrees with Vapers wholeheartedly.

Now, when we first met and Mark explained what his work entailed, it was very clear that Mark is a very learned person in regards to the Human Rights Act. So I decided to test out a theory I have, that could well form the basis of a legal challenge to any ban on vaping in public spaces.

The Human Rights Act explicitly states that it is 'illegal to disciminate against anyone of the basis of race, religion, creed etc'. It also states that it is illegal to discriminate against political of social groups unless there is evidence of harm. I stated that Vapers are a social group and that as there is no evidence of harm, then surely under the Human Rights Act vaping cannot be banned in public spaces as it is an act of discrimination.

Mark had a long think about that question before finally admitting that he believes that I am correct in that assertion. So this is something I think I may need to follow up on with somebody of the legal profession (if the worst comes to be).

Following on from that, I then discussed with Mark some of the consequences that would happen were vaping to be banned in Public Spaces. I asked Mark if he would know how to use any of my eCigs without instruction. He admitted that he probably would not. So, I then explained how ALL reputable eCig vendors take the time to explain and demonstrate how their devices work before selling them to the public. That included how they could try different flavours and nicotine strengths until they found the combination most satisfying, as the satisfaction with an eCig is the most important aspect in keeping people off lit tobacco. Finally, I explained that if Vaping was banned in public spaces, then vendors would not be able to do this function and that many of them would close. Consequently, would that amount to 'restraint of trade' ?    Again, after a long pause, Mark agreed that it must amount to restraint of trade, but that of course he is not a lawyer.

We carried on chatting for some time in total agreement with each other, but very quickly time was running out as Mark had an appointment with somebody else at 5pm.

So we closed by my asking Mark for his advice on how we should proceed and how we can influence other AM's, as I had previously told Mark that he is the first of many AM's we hope to meet with in the coming weeks. Mark is very aware that the Lib-Dems are also opposed to any ban on vaping, but was not so sure about Plaid Cymru. I drew his attention to the fact that I have never heard Plaid Cymru Party Leader Leanne Wood comment on the subject, but that another Plaid Cymru AM - Elin Jones - appears to be cautiously opposed to any vaping ban.

Mark's advice was very good and covered the following points:
  • Target Labour AM's as they are the ones that can bring most pressure to bear on the First Minister - Carwyn Jones. His advice is that Carwyn Jones is the one man that can force Drakeford to stand down. The more pressure that is put on the FM from Labour AM's, the more likely he is to listen
  • If Labour AM's are turning down requests for meetings on this subject, then turn up at their Surgeries, which are held in their local consituencies on a monthly basis. Turn up at those Surgeries and pointedly bring the subject of eCigs up with them and make them answer on their opinion and views. If they won't listen, then remind them that they will NOT get your vote if they continue to oppose eCigs and remind them that there are many more Vapers in the constituency with the same view
  • Meet Plaid Cymru AM's and ensure they are firmly onside. Show them the evidence just as I had shown it to Mark
  • DON'T give up. The more of a pain in the ass we can be to non-responsive or negative AM's, the more likely they are to get fed up and agree to listen. Once they are listening, show them the evidence. Make them see. After all, they will be wanting your vote in 2015

In conclusion, Mark stated that the Conservatives as a group were all opposed to further infringement on civil liberties and believe in the public being free to make their own lifestyle choices. Consequently, they OPPOSE any ban on vaping. Mark also stated that he will be meeting with Darren Millar to discuss what had transpired between us. Above all, Mark reaffirmed that we have his support in this fight, and that he is happy to receive further evidence in support of our petition against the ban and that he will share everything he receives with Darren.

Thoughts on the Welsh Gov Public Health White Paper eCig Announcement

Yesterday, without any warning, the Welsh (un)Health Minister Mark Drakeford unexpectedly started making initial pronouncements on the outcome of the Welsh Government White Paper. It is quite ironic that he chose yesterday of all days to make the announcement considering that our Petition against the proposed eCig ban in public spaces was publicly presented to the Petitions Committee only a week before, and that the previous day the same Committee approved the Petition and moved to consult Drakeford further on the proposals.

Unfortunately, the way things went were much as we expected. Drakeford patently fails to understand anything to do with ecigarettes and shows this ignorance with a startling amount of arrogance. As expected he jumped upon the recent pronouncements from the likes of WHO and made several other broad sweeping statements that simply underlined his total lack of understanding of the subject matter.

So, let's start breaking down what he said. For obvious reasons, I am going to concentrate on what he said about ecigarettes,

He started off with the following statement

Wales has a strong and proud record in public health legislation. We have long understood that collective action provides the best basis for improving and protecting the public’s health. We only need to look to the smoking ban in public places to see a good example of how the law can make a real and positive contribution to people’s lives. 

The public health White Paper builds on this radical tradition, making full use of this fourth Assembly’s legislative capability. The need to do so is real and urgent as we address the complex health challenges that we face in Wales. Only last week, the chief medical officer’s annual report again emphasised the need to focus on prevention. We have a responsibility, I believe, to create an environment in which people can make positive health decisions and where, as far as possible, those preventable health problems that blight the lives and prospects of so many can be avoided. In the age of austerity, the imperative to prevent avoidable harm is even more urgent, as finite resources meet a tide of increasing demand.

So he starts off by showcasing the smoking ban as an example of his 'strong and proud record in public health'. This kind of set the tone for what was to come. Interesting that he wanted to emphasise the focus on prevention as that is exactly where ecigarettes have their main focus. He also wants the Welsh Public to make positive health decisions - which is exactly what vapers are doing by switching to the much less harmful ecigs.

He then went on to discuss all of the other elements that made up the Public Health White Paper, rather consciously waiting to bring the most contentious issue as the very last item. So let's examine what he did say.

Finally, we come to electronic cigarettes. Just over half the responses on this matter were copies of a single letter opposing the proposal. Let me be clear once again: there are no proposals in the White Paper to restrict the sale of electronic cigarettes. There are no proposals in the White Paper to ban the use of electronic cigarettes in their entirety. There are no proposals in the White Paper that would interfere with the use of e-cigarettes as an aid to giving up smoking. The White Paper simply proposes bringing the use of e-cigarettes into line with the use of conventional cigarettes. It does so in order to help prevent the renormalisation of smoking; to reduce the risk of e-cigarettes becoming a gateway to smoking itself; and to prevent e-cigarettes from undermining the ban on conventional cigarettes in enclosed public places. 
We received the strongest support for our proposals from those organisations with the most direct experience of these matters. All local health boards, Public Health Wales, local authority enforcement teams and their representative organisations supported the proposal. The British Medical Association in Wales voiced its strong support. In the period since the White Paper was published, I believe that the evidence in support of the Welsh Government’s position has strengthened. Most prominently, the World Health Organization has recommended that e-cigarettes be brought in line with smoke-free regimes, just as we intend for Wales. I remain convinced that anyone charged with safeguarding the future health of the Welsh people would wish to put in place precautionary restrictions on the use of these cigarettes in enclosed public places, as the White Paper proposed. 
 In the very first line of his statement on ecigarettes he makes mention that 'over half' of the responses were template letters. So what ?   Be they template letters or not, the mere fact that people took the time to actually express a view surely tells the Health Minister that people have a strong opinion on this subject and do NOT want them banned from public spaces. I care not for his statement that there is no proposal to ban the sale of ecigarettes (not that he could anyway as that is not a devolved power). We all know that if he gets away with banning ecigarettes in public spaces, he will soon be back to try and extend the ban in such a way as to ban them everywhere and eventually to ban them altogether. That is the way the Bansturbators work. After all, he is already seeking to extend the smoking ban to open spaces.

Once again, he starts banging on about ecigarettes being a Gateway to smoking and that they undermine the smoking ban, despite a plethora of evidence from ASH, Prof West et al that there is NO evidence of such a thing happening. Basically, he has his own agenda on this subject and he is going to be bloody minded and stick to his guns regardless what anyone says. Furthermore, as expected, he jumps upon the WHO recommendations for a ban in public spaces. Why wouldn't he ? It supports his argument down to a tee. It does not matter to him that WHO has not performed a single study on ecigs, nor has it published any research. No, for Drakeford, the fact that WHO support his ideology is good enough evidence for him to press ahead with a ban. He also completely misses the point when he talks about the 'precautionary principle' but we will save that for later in this item.

Then came the turn of the Shadow Health Minister - Darren Millar. Vapers all across Wales know Darren very well by now and know how hard and well he has stood up for vaper,s and been the voice of reason in the Senedd on the subject against the puritanical ideologies of Drakeford. This is what Darren had to say on ecigs.

With reference to tobacco control, I fully acknowledge and support the need for a tobacco retailers register. I think that that is a very positive development. It is something that many organisations have been calling for for a long time. However, the jury is still out on the long term impact of e-cigarettes. As you know, I am not yet persuaded that there is sufficient evidence of harm from e-cigarettes. In fact, to the contrary, there are many people who have come out supporting e-cigarettes as a form of harm reduction and as an opportunity to support smokers to be able to quit. I am not convinced, Minister, that banning their use in confined public spaces in the same way that tobacco smoking is controlled is going to help us to reduce harm from smoking in Wales. If you send people to the smokers’ hut in order to vape, as those people who use e-cigarettes would describe it, it will put them in temptation’s way, among other people who are smoking, and expose them to second-hand smoke risk. 
Way to go Darren. A good opening statement setting out clearly that he does not share Drakeford's views and has not seen any evidence to support Drakeford's stance. He succinctly pointed out one of the first issues of banning vaping in public spaces. That of pushing vapers out into the smoking hut and 'in temptations way'.
You have made reference to the advice of the World Health Organization, but you did not make reference to other research and other articles published in medical journals over the summer recess. People such as Robert West and Jamie Brown of University College London and Ann McNeill, who is a professor in the National Addiction Centre at Kings College London, have all come out and said that there are thousands of lives that could be saved in the UK—hundreds of which would be here in Wales—if smokers made the switch from smoking tobacco to using e-cigarettes. The research that we know is out there suggests that there are one-twentieth of the toxins in e-cigarettes that there are in tobacco cigarettes. As we know, it is not the addiction to nicotine that kills smokers; it is the tar that they also inhale during the course of their smoking. I know that you have some concerns that e-cigarettes will renormalise smoking, particularly for young people. However, the Smoking Toolkit Study in England, which is a monthly survey of the adult population—6,000 people every single month are surveyed—shows that the rise in the use of e-cigarettes has been accompanied by an increase in smoking cessation rates in England and a fall in smoking prevalence. So, some of the information that you are using to shore up your arguments for a ban in some places on the use of e-cigarettes does not fall into line with the evidence that is currently on the table. I admit that further evidence still needs to be gleaned and that still more research needs to be done, and I would far rather see the Welsh Government commission that sort of research before it goes heavy-handed and has an all-out war on e-cigarettes, because I do not think that that is necessarily the right way forward.
He went on to point out how narrow a field of evidence that Drakeford is choosing his evidence from. Darren has clearly been listening to Welsh Vapers who regularly tweet and email him on the issue. He has also plainly been keeping close to the emerging evidence and studies. He is fully aware of where the evidence is coming from and where to find it and shows a level of understanding of vaping that Drakeford simply cannot (or most likely will not) achieve. I personally think he was rather too polite to Drakeford on this subject, but I will forgive him that.
On smoking cessation, the latest research suggests that the use of e-cigarettes in a quit attempt is associated with a 60% increase in abstinence rates compared to other programmes to cease smoking. I think that those are very stark figures, Minister, and we cannot ignore them. So, rather than continue to pursue the view and listen only to certain voices in the e-cigarettes challenge, shall we say, I think it would be much more prudent of the Government, rather than making a knee-jerk legislative response, to commission much more research on this subject so that we can get a better handle on the impact of e-cigarettes, particularly over the longer term. All the evidence to date shows that they reduce harm and that they can reduce the number of deaths. There is very little evidence to suggest that young people are actively taking up smoking as a result of using e-cigarettes too—very small numbers indeed. 
Again, his closing statement above shows that he has done his research. He is using up-to-date information and presents a compelling challenge to Drakeford. Well done Darren !!
So the baton passed back to Drakeford for a response to what Darren had said.
I do not want to spend the whole afternoon dealing with just one strand in the White Paper, but let me say that a good part of what Darren had to say about e-cigarettes I thought was very measured. We have a further year to go before the National Assembly will be discussing the detail of the Bill that we will bring forward, and there will be 12 months of further accumulation of evidence. I was grateful to hear what he said early in his contribution about following the evidence and seeing where the evidence takes us. We are not going, even in that time, to reach a position where there is absolutely definitive evidence on e-cigarettes as to whether they do more harm or whether they do good. The Welsh Government’s position is this: where they can do good, we want to make sure that that good is harvested and that we use it here in Wales. However, where there is evidence that e-cigarettes can do harm—and I believe that that evidence is strengthening all the time—as a Minister for health there is only position that you can take, and that is to be precautionary. You may not be wholly convinced because the evidence will not be there to give you that definitive answer. However, if the risk is there—the risks led the World Health Organization in its authoritative advice to say that e-cigarettes should be legally banned indoors, especially where smoking itself is banned, and that this should be done, as it said, ‘as soon as possible’. That is authoritative advice. If you are charged with the responsibility for protecting the long-term health of the Welsh population, I do not think that it is possible to ignore advice of that sort. It is not advice that is not based on very strong scientific analysis. It is the BMA’s science committee that has led it to support a ban here in Wales and across the United Kingdom. It is the accumulating research evidence of the harm that e-cigarettes can do to children that leads it in that direction. It is why I believe that the balance of evidence is pointing in one direction. We will continue to pursue that evidence over the next 12 months. I hope that Darren will do as he said and continue to pursue that evidence too and continue to keep the dialogue on this important issue going.
Now I actually found this response from Drakeford quite surprising on a number of points. He starts off by acknowledging Darren's 'measured response'. You could take this one of two ways, but the way I interpreted it is that Darren managed to put a significant amount of doubt in Drakeford's mind. The reason I think this is because he said that we have '12 months of further accumulation of evidence'. Now that also indicated to me how slow the whole process is going to be as Drakeford does not expect any of the proposed legislation to make it into law until at least this time next year. This is the first time I have heard any timescale being put to the whole process and I think this provides vapers with a massive opportunity. The evidence against any ban is gathering momentum and more and more of former ANTZ are starting (slowly but surely) to come onside with ecigs. 12 months is a long time in politics (as we found out in the battle against the TPD). We have a massive opportunity to turn this around to our advantage and, as we made great strides in our fight against the TPD (albeit we didn't get the result we wanted, but it could have been much worse), then we can also make great strides here. Drakeford is on very shaky ground. He knows it, and he knows that we know it.

Drakeford clearly wants to find evidence that ecigs cause harm. He stated as much in his response to Darren and even went so far as to state that the 'evidence is strengthening all the time' to support this. Tellingly, he did NOT state what that evidence is. To me, that means he has no evidence and is just praying that 'somebody' will find such evidence over the course of the next 12 months.

However, I am concerned that he considers WHO to be an 'authoritative voice' on this subject. I'm sorry Mark, but WHO are anything BUT an authoritative voice on this subject. They have not conducted any research or studies to be Authoritative. All WHO have done is cherry pick information (just like Drakeford has done) from junk science studies from the likes of Prof Glantz. He then goes on to state how the BMA support what he is doing. The same can be said of the BMA as for WHO. They have not produced one single study or scientific research on ecigs.

Drakeford FAILS to mention that ASH oppose the ban. He fails to mentions that the RCP and CRUK also oppose the ban. These three organisations have as much clout and authority as anything from WHO or the BMA. In fact, in the case of the RCP and CRUK, they HAVE done studies and research. In fact, a large swathe of the currently available scientific studies on ecigs have indeed emanated from the RCP.

There followed a few other AM's speaking, but as they did not discuss ecigs I shall skip over them.

The next person to talk about eCigs was Plaid Cymru's Elin Jones.

On e-cigarettes, very briefly, I am of the opinion that we need to regulate e-cigarettes, certainly in terms of their marketing, their content and their sale to young people and children, and that targeting. I have yet to be persuaded of the need for a ban on their use in public spaces, even after having seen some of the comments made by the World Health Organization. Some people of authority have a different perspective to that, and I am sure that we will discuss that when the legislation is before us.
I think that it is useful, Minister, that you have outlined three tests for yourself and for this Assembly in taking a decision on whether to ban e-cigarettes in public places. Those three tests that you have outlined today are around preventing the normalisation of smoking, reducing the risk of e-cigarettes becoming a gateway, and preventing e-cigarettes from undermining the ban on conventional cigarettes. I look forward to hearing your evidence and the evidence that the Assembly receives on those three tests in particular.
We have heard Elin speak on this subject before and we know that she is 'cautiously' supportive of the vapers point of view. I am not quite sure what she meant by 'regulate ecigarettes' at the start. I think I need to write to Elin to gain some clarification on that. However, I do like the fact that, like Darren Millar, she is not convinced by the evidence presented by Drakeford, not even by the pronouncements from WHO. She states that other 'people of authority' have opposing views and I welcome the fact that Elin recognises this. 
Her closing statement is very telling. I think Elin has seen the evidence from ASH and from Prof West's Smoking Toolkit study. She appears to me to be well aware that ALL the evidence shows ecigs are NOT a gateway, they do NOT undermine the smoking ban and they do NOT renormalise smoking. Elin is playing her cards close to her chest, but I think she knows that Drakeford no such evidence.
Once again, Drakeford was allowed to respond to the latest statement. This time, the answers were thus:
On e-cigarettes, I have heard what she has to say. In the evidence that we received through the consultation, what the people of Wales are concentrating on is the third aspect. A lot of evidence has come in from people working in the field and who say, ‘We are having problems already in enforcing the ban on conventional cigarettes, because it is so difficult to distinguish e-cigarettes from conventional cigarettes’. There has been evidence from some trading standards officers in Wales where prosecutions have failed. They have tried to prosecute people for using cigarettes in taxis, for example, but the person was able to claim that they were using an e- cigarette and not a conventional cigarette, and given the length of time that had elapsed between the event and the court case, the court decided that it was not able to make a finding of guilt. There is an accumulation of evidence in the consultation responses that focuses on the difficulties of enforcing the existing ban. It is why we have organisations right across Wales already enforcing the ban, such as the Millennium Stadium here in Cardiff and the Swansea Liberty Stadium. Why do they do it? It is because, in the concentrated period of times that they have, they cannot afford to have confusion over whether people are using conventional cigarettes or e-cigarettes, because it is making the ban less effective. We have evidence on all three tests, but there is very practical evidence on that one.
 Aah, so people are focusing on the third aspect. Might that be due to the brainwashing the public get from Public Health who are hell-bent on insisting that ecigs are as dangerous as tobacco, even though they KNOW they are not ?

And those poor people 'working in the field'. I'll resist calling them farmers (working in the field, geddit ?), but it must be oh-so-hard to distinguish a tobacco cigarette from my Vamo, Sigelei or VTR. They do look so much like a conventioneal cigarette. After all, they are only SILVER or GREEN in colour and about 20 times the size of a tobacco cigarette. Plus of course, they weigh twice as much and smell a hell of a lot nicer than tobacco cigarettes. How would they know the difference ?

Trading Standards have tried and failed to prosecute people for using cigarettes in Taxis apparently. Now, there are two things to consider here.

No.1 - Since when do Trading Standards investigate or prosecute taxis ?
No.2 - I will assume those Officers have no sense of smell, because I can smell a cigarette from 50 yards away let alone in a taxi. The smell of an ecig lingers only for seconds. If they cannot tell the difference then I would advise them to find another job as they are patently unfit to enforce on taxis.

Again he bangs on about Millenium and Liberty Stadiums banning eCigs. Erm, they are private enterprises. They can ban what the hell they like on their own premises. It does NOT need legislation to help them. Drakeford is patently running out of ideas as he continues to come back to this one time and time again. ASH have even produced an 'idiots guide' on it for christ sake !!
Finally it was time for Kirsty Williams to stand up and have her say. We all know that Kirsty is broadly supportive of vapers. She has even appeared (on video) on VTTV advising vapers what our next steps should be and how to influence Government. 
So here's what Kirsty had to say:
With regard to e-cigarettes, would the Minister acknowledge that there is no consensus of opinion with regard to the evidence yet? He is quite correct in his statements regarding the World Health Organization, but would he not agree that evidence produced this summer, for instance in the journal ‘Addiction’, does point to e-cigarettes being a useful tool for harm reduction? What analysis is the Minister able to ask his officials to carry out with regard to the benefits of e-cigarettes in reducing harm from traditional tobacco as compared with the threats that e-cigarettes pose to public health, which the Minister himself outlined? Is there a way of trying to measure those two factors against one another? However, I would agree with him that we need to continue to look at the evidence and follow that evidence.
 Now I have to admit that I was a little disappointed in the short statement that Kirsty made. However, they had already been warned some time earlier that they were overrunning on time so I will assume that is why Kirsty kept it brief. However, even in her brief statement above, she hits the right notes. She also does not believe the pronouncements from WHO and has also been doing her homework as she appears to have been reading 'Addiction'. She challenged Drakeford for evidence in much the same way as others, but it was just not in the forceful way that we are accustomed to from her.

So, for the final time (on ecigs anyway), Drakeford was allowed to respond to Kirsty. Strangely though, he did not respond directly on ecigs, but rather chose an anecdote.

These debates happen every time a public health advance happens. I spent a bit of my summer reading some Barbara Castle material, from the time when she was Minister for transport and was introducing the breathalyser test and seat belts at the same time. You cannot imagine the abuse that she faced from people who believed that her actions in insisting that people not drink and drive was an assault on human rights and an invasion of the state into areas that the state had no right to go. Yet, we would not dream of going back to the days when people were able to cause deaths on the road in the way that happened then. So, we think about it very carefully, but it does not mean to say that we do not think that there can be times when it is the right thing to do.
 I found this a curious answer (and also disconcerting that he reads Barbara Castle books). He starts by talking about a 'Public Health advance'. I can only assume he is talking about ecigs here as he does not specifically mention them, but if he was referring to ecigs then it interesting that he classed them as a 'Public Health advance' despite his puritanical views. Now the anecdote amused me because if we take Drakeford's 'precautionary principle' as he views it, then seat-belts would not have been allowed to due to the burns they cause in an accident. Seat-belts are most properly likened to ecigarettes - i.e. THEY SAVE LIVES !!

And that was all that was discussed on ecigs. So what have we learnt this ? 


1. We have around 12 months to put a stop to any ban of ecigarettes in public spaces
2. Drakeford is still flailing around for evidence and failing to find it
3. Drakeford is not at all comfortable talking on this subject
4. Drakeford has NOT convinced the opposing parties that a ban is necessary
5. The recently presented eCig Petition will put considerably more pressure on him
6. Vapers still have the upper hand in this argument
7. If the Petition is allowed to be presented to the Senedd, people like Profs West & Hajek and also the likes of Clive Bates will be key in winning the debate. Their presence (if we can get them to speak) would be crucial in not only persuading the Opposition Parties (they seem already clued up), but in persuading any Labour AM's who are wavering.

In ending, I was a little annoyed listening to Drakeford on Senedd TV yesterday, but having had a sleep and gone back to read the transcript this morning, I am probably more hopeful than ever that we Vapers can win this battle - especially now that we know we have maybe another 12 months to go in this fight.

I, Sea

The storm is raging harshly
Sky so malevolent and dark
My world is turning upside down
Heart is racing so fast
My senses numbed to everything but the taste of salt
Body barely floating on this watery abyss
Every few seconds I'm plunged beneath the surface
Though my urge to survive is strong
My body is weakening

I see the enormous Everests of sea
Rising up before me in perpetual motion
The magnificent white stallions gallop on their peaks
Scooping me up in their powerful stride
Carrying me into the valleys and the depths oh so deep
The rain lashes the surface in the howling winds
Creating such intricate patterns on the roiling surface
Angry clouds glowering harshly in a vision of hell
Augmented by the lightning tearing the heavens asunder

I'm so alone in this void of neverending movement
My shipmates scattered by the tempest to who knows where ?
Maybe their fight has already ended
Maybe they too are lost in the wilderness like I

Suddenly there is calm and respite from the storm
I think I'm hallucinating at what I perceive before me
A dolphin stares at me in this oasis of light
Edging toward me I see the intelligence in her eyes
She understands my predicament and my fast fading life
Could she be God's lonely ambassador in this endless shroud ?
Is she here to guide me in my hour of need ?

I'm no longer afraid and feel a sense of serenity
Gently she nuzzles me as if in a comforting embrace

The solar orb disappears and everything returns black as night
Once again the ocean becomes a violent entity of contempt
Can you hear me my darling ?
Can you hear my final request ?
Walk to the shoreline
Look for my new found friend
She can tell you of my final moments
She can tell you of the love that I bear
Though never again will I be able to hold you so tenderly
Know my love for you remains as strong as ever

Be honest about yourselves Public Health

Today is a rather strange day. The Scots are voting to decide if they want to remain part of the United Kingdom, the month of September feels more like mid-July with the heat, and I am open-mouthed watching Twitter updates on the AshWales conference which is taking place just a 50 miles down the road in Cardiff.

As I count down the days to the 51st Anniversary of my birth, I find myself thinking back over my life. About what I have done/achieved, about what I have not done/achieved and about what I failed to do due to apathy. This has only made me more determined to see through possibly the biggest challenge I have had in recent years. That is, to defeat the lies and misinformation coming from certain quarters of Public Health.

I have never really been a political animal. For much of my life I just went with the flow. I did what I wanted to do, I did it when I wanted to do it and I concentrated of trying to enjoy myself whatever or wherever I found myself doing it. I didn't ask for much. I just wanted to be left alone to get on with my life. I wasn't bothering or annoying anyone else.

The problem is that there are some people in this world who would like nothing better than to be able to tell me what to do. They want to control and dictate how I should be living my life. The problem I have with that is that I am supposed to be living in a free society. We fought two world wars to protect what are supposed to be the values of a free society. But here we are, in 2014, and we have a multitude of busybodies telling us that we can't do this, we shouldn't do that or 'that is bad for you'.

This should not be happening in a free society. So how did it get to this state of affairs ?

I'll tell you how it got here. LIES, LIES, LIES and yet more LIES.

For years I used to go out and enjoy having a few beers with my mates. Inevitably, those few beers would be accompanied by a smoke - whether on a cigarette or (on some special occasions) a nice fat cigar. I bloody enjoyed that I have to admit. I knew that smoking was a questionable activity that may well cause me problems further down the line. I know that abusing alcohol could also cause me a few problems. But the point is that I still enagaged in those activities in the full knowledge of what I was doing. I didn't need some nosy busybody standing on my shoulder preaching to me about the dangers of what I was doing (I would have probably told them to f*** off and mind their own business anyway !!).

The problem is that today's society has produced a parasite otherwise known as the Public Health lobby. Since the 60's, these people have gradually increased in number without us knowing. In 2014, we now have what can clearly be seen as an incestuous multitude of different groups all parading under different banners, but all of them invariably linked (sharing trustees, directors, board members etc). At first, they kept to themselves, merely advising and pointing out what we should be careful of in regard to our health. But as time has gone on, they have slowly become more and more vociferous to the extent that they now openly lobby elected politicians to try and sway them to the 'dark side'. Now the politicians are little more than the public mouthpiece of these unelected bureaucrats.

To be perfectly honest, I have little problem with people taking on jobs to advise us of how we should be protecting our health. It used to be the job of Doctors and Medical people to do that, but the Public Health lobby seem to have taken on that role (despite the vast majority of them possessing little, if any, qualifications in this area).

However, what really pisses me off about these people is why they so blatantly LIE about everything just so they can get their way. Despite all of the scientific evidence showing that vaping is a SAFER way of enjoying nicotine, these Public Health people weave an intricate web of lies and half-truths to try and twist everything to fit their agendas.

Around 28 months ago, I finally did something I had thought I would never do. I took responsibility for my health. I discoevered vaping. I finally freed myself of my habit of smoking. I am now 28 months tobacco-free. You would think Public Health would be delighted, but No. They still conisder me some form of subhuman leper. They accuse all vapers (including me) of being 'Tobacco-Industry Stooges' and try to tell anyone who will listen of this 'fact', despite it being a complete figment of their imagination. I know vapers up and down the country. NOT ONE of them is linked to the tobacco industry in any way whatsoever to the best of my knowledge. In fact, I would say that the majority of them hold the tobacco industry in the same contempt as do Public Health. Vapers are not paid by anyone to do their advocacy, they simply passionately believe in the solution that they have found.

Public Health on the other hand ARE paid to produce their opinion. They are paid from the taxes that we all pay, and they also receive money and funding from the Pharmaceutical Industry - which makes them Pharma-stooges in case you hadn't yet realised.Furthermore, Public Health don't like it when they are openly questioned and challanged about their assertions - especially when they know that the challenge is valid and correct. Indeed, when this happens, Public Health invariably accuse us of being 'offensive', 'trolls' or 'bullies'.

I have no issue with Public Health having opposing views to mine or anyone else. That is what a free society is supposed to be all about. A view can be challenged and won if the evidence stacks up. What I don't like is the blatant LIES that are peddled by Public Health.

By all means Public Health, have an opposing view if you wish. Challenge my view of the world if you wish. Engage in meaningful debate with me if you wish. But for fuck's sake BE HONEST ABOUT IT AND YOURSELF.

Be honest about where your funding is coming from. Be honest that what you are saying is merely an opinion, not fact. Be honest about what motivates you to hold the opinion/belief that you have. Be honest about the 'evidence' you cherry-pick from studies to suit your agendas and where you got it from. Be honest if you simply hold people like me in utter contempt. BE FUCKING HONEST ABOUT WHO YOU ARE !!

Seriously, I would have much more respect for you people in Public Health if you were actually honest and straight up. Even if I don't agree with you, I will respect you and your point of view if you are honest about it.

I am being honest with you. I have no affiliation whatsoever with Big Tobacco, Big Pharma or Big anyone else. I am an ordinary citizen that has taken responsibility for my own health. I quote evidence to support my case in FULL. I do NOT cherry-pick the evidence like you do. What you see is what you get.

MAN-UP PUBLIC HEALTH. Your lies, deceit and dishonesty to achieve your aims WILL be your downfall. If you cannot win a straight scientific, evidence-based argument with me, then bloody admit it. In return, I will give you the same courtesy. But you will never get either my respect, courtesy or trust while you continue to blatantly lie, obfuscate and conspire behind paywalls or in private.

Welsh Government - A Duty Of Care on Personal Vaporisers

So, the arguments and the controversy over the Welsh Government's proposed ban on the use of Personal Vaporisers (eCigs) in public places continues.

The Public Health White Paper consultation period ended on 24th June 2014. Surprisingly little has been heard coming out of the Welsh Government since that time - probably because they all about to go into their extensive summer recess.

In this blog, I am not going to go into the complete lack of evidence that there is any harm caused by Vaping. I, and many others, have covered that subject in previous blogs.

But this lull in the battle for the rights of vapers has given me plenty of time to think about how the Health Minister - Mark Drakeford - is slowly backing himself into a corner. Potentially, he is also leaving himself open to legal challenge and it is the legal challange that I am going to investigate here.

The Welsh Government brought in the ban on smoking in public places back in 2007. The rationale for the ban on smoking in public places was to protect non-smokers from inhaling the toxic fumes from cigarettes in the form of second hand smoke. However, by doing so, the Welsh Government have taken it upon themselves to have a 'Duty Of Care' in the eyes of the law. By taking the decision on whether to allow smoking away from the owners of such places (e.g. in a Pub), it meant that the owners of those places were simply obeying the law, therefore abdicating their 'Duty Of Care' in this matter to the Government.

Now the Welsh Government are at it again. Mark Drakeford wishes to ban the use of Personal Vaporisers in Public spaces and treat them exactly the same as tobacco cigarettes. Therefore, he is relieving owners of such public spaces of any duty of care (other than to enforce the law) and giving that duty of care to the Welsh Government.

So, let us look more closely at what that will mean in practice and in law.

If Mark Drakeford does bring in a ban on the use of Personal Vaporisers in public spaces, he will be forcing Vapers outside with the smokers. I accept the fact that 'some' Vapers are dual-users. That is, some people will use Personal Vaporisers in ADDITION to smoking normal tobacco cigarettes.

However, Vapers who use Personal Vaporisers EXCLUSIVELY are NON-SMOKERS. They do NOT expose themselves, or anyone else, to the carcinogens of tobacco cigarettes.

Given that the smoking ban was introduced to protect non-smokers from the effects of second-hand smoke, then by forcing Vapers outside with the smokers the Welsh Government is forcing some non-smokers (i.e. Vapers) to inhale second hand smoke from tobacco smokers. They are effectively abdicating their Duty Of Care to non-smokers who choose to use Personal Vaporisers.

Because the ban on smoking in public places is enshrined in law, then it becomes a matter of human rights. Vapers have as much right NOT to be exposed to the effects of second hand smoke as any other non-smoker. Thereby, by forcing Vapers outside with tobacco smokers, the Welsh Government will find itself in violation of the law - most likely the European Convention on Human Rights laws.

Furthermore, I do not believe that Mark Drakeford has thought through the consequences for his potential ban should any company produce a Personal Vaporiser that gains a Medical License. Any medically licensed Personal Vaporiser would automatically be immune from a ban in public spaces as it would be considered a medicine. It is already known that some companies are going down the path of seeking to produce a Personal Vaporiser that can get a Medicinal License. It may take some time before that happens, but it WILL happen at some point in the future. 

If Mark Drakeford cannot tell the difference between a tobacco cigarette and a Personal Vaporiser, then he has no chance whatsoever of telling the difference between a non-Medicinally Licensed Personal Vaporiser and a Medicinally Licensed one.

Of course we do not currently know if the Welsh Government will move forward with such a ban, let alone what format any such ban may take. But at the very least, any ban on the use of Personal Vaporisers in public spaces MUST take into account the rights of Vapers to also NOT be exposed to second hand smoke. He could mandate it by insisting that owners of public spaces provide areas that separate vapers from smokers. However, the majority of Pubs (for example) would be unlikely to be able to afford the expense of ANOTHER area outside separate from smokers. But then, if it becomes law that Personal Vaporisers cannot be used in Public Spaces, then the Duty Of Care will NOT lie with the owners of that public space, it will still reside with the Welsh Government.

So Mr Drakeford, before you plunge too far into your ideological and evidence-less based crusade into banning Personal Vaporisers from Public Spaces, think through the LEGAL implications of imposing such a ban.

Vapers are non-smokers and have the same rights as other non-smokers. Any ban on Personal Vaporisers in Public Spaces is highly likely to be in contravention of the ECHR as a result.

You took on a Duty Of Care when you banned smoking in public spaces. You cannot then abdicate such a Duty Of Care if you also impose a ban on Vaping in Public Spaces.

Is the UK Medical Profession about to erupt in civil war ?

Just a short post today regarding the events of the last few days:

The 24th June 2014 was a very important day in Wales, for it is the day the Welsh Government Public Health White Paper Consultation period ended. I submitted my views several weeks ago. But this week saw three very important responses submitted.

First out of the blocks was the official response from ECITA through the seasoned pens of Katherine Devlin and Tom Pruen. As one can imagine, it was a mine of information and scientific fact in regard to the efficacy and health benefits of the eCigarette. It was an extremely impressive (and long) read. But well worth your while.

Just wish I could write something like that !!

The following day, I was quite astonished to read a story on the ITV Wales website that covered the news that the Royal College of Physicians (Wales) was completely opposed to any ban on vaping in public spaces. I admit it had not occurred to me that the RCP would even bother to respond the Public Health White Paper, but they did and their opposition to it's contents both surprised and gladdened me.

Less than two hours later, ASH Wales also released their response to the White Paper for public consumption. Now, I didn't agree with everything they stated in their response. However, I did find their overall response both supportive and well thought out. They also oppose the ecig ban the Welsh Government are proposing.

I have made an open invitation to Elen de Lacey (Head of ASH Wales) to engage with me in regard to ecigarettes. In particular to discuss the points in the response that I did not agree with as I believe it is down to a misunderstanding of ecigs on their part. I also stand prepared to work with ASH Wales on future policy and guidance they may issue in regard to ecigarettes as I feel this in an important issue that must be properly thought out and got right.

Then we came to today. Now I have to admit to feeling a little down (and even jealous) today as I read all the tweets from various people as they started they respective journeys over to the Global Nicotine Forum in Warsaw, Poland.

However, my blood began to boil when I read Tweets from the Trade Union known as the BMA that they had voted to treat ecigarettes as tobacco products and that they would lobby to have ecigarettes banned from use in public places in exactly the same way as tobacco cigarettes are banned.

Now this does not make any sense on a number of points, not least:

1.  eCigarettes do not contain any tobacco, therefore they are NOT a tobacco product
2.  To create smoke, one must have a combustible source. There is NO combustion in an ecigarette therefore it does NOT produce smoke, therefore it CANNOT be smoking
3.  The ecigarette is estimated to be 100-1000 times less harmful than a tobacco cigarette so why can't supposedly learned medical professionals get their heads around the fact that this is a massive Public Health prize ?
4.  Why is a TRADE UNION trying to influence medical policy in Central Government ?

Now there are any number of Tweets on the subject that followed the announcement by the BMA, but I am not going to bore the reader with them here. Suffice to say, that the well known TV Doctor Christian Jessen's response was short, conscise and to the point when he was asked what he thought of the BMA announcement when he said it was 'Despairingly idotic of them' !!

However, the BMA have now placed themselves in direct contradiction to the RCP. Which begs the question of what will happen next ?

Personally, I believe that any Doctor that recognises the potential Health prize that is the eCigarette, and supports them, should cancel their membership of the BMA forthwith as it is not representative of their views. That would potentially starve the BMA of millions in membership fees and drastically cut both it's numbers and its influence.

Whether that will happen remains to be seen. However, what is certain is that an almighty argument is brewing in the medical profession with the RCP on one side and the BMA on the other.

I know that my GP is fully supportive of my use of ecigarettes. He is delighted that I have kicked my former tobacco habit and has seen the massive improvement in my health. I was be asking his view of the BMA stance the next time I see him and will see how strong his feelings are on what they are doing.

One thing is for sure, we are going to be hearing a lot more about this over the coming days and weeks.

Mark Drakeford - What Planet Does He Live on ?

It has been quite a long time since I last wrote a blog entry, but reading the news headlines yesterday started me wondering about what planet the Welsh Government Health Minister - Mark Drakeford - actually lives on. Because everything I hear coming from the man's mouth beggars belief.

There has been a debate in the Senedd where Mark Drakeford was defending standards in the Welsh NHS and trying (unconvincingly) to show how the Welsh NHS is in good hands under his stewardship.

Everybody knows I am no fan of this man following his ideological crusade against eCigarettes, where despite all the evidence from esteemed medical professionals to the contrary, he is convinced that he knows better and that eCigarettes are a Gateway to smoking, a danger to health and must be stamped out at all costs.

So I decided to look back on the state of Health in Wales as has been reported in the Press this year. Unsurprisingly, it didn't take me very long to find a huge swathe of his failings. So, I decided to chronicle how well Health Services in Wales are doing under his stewardship.

Mark Drakeford states that people were “being treated faster and living longer” than the situation inherited in 1999 when the National Assembly was created.

One look at the following news reports paints an entirely different picture.

Now I have to ask, reading all the below headlines that have occurred in just THIS YEAR, is this a man living with his head in the sand ?

Is he actually competent for the post he holds ?

Would you trust him ?
